Voltage too low to make changes?

I recently purchased a Win10 cable from here which, connects to both my Ranger and Mazda 6 fisrt time.

However, when I try to modify any settings in either as-built or non-as-built modules in either vehicle it reports "Battery voltage too low, Voltage = 11.2V, expected 11.6V" (or similar).

It is doing this whilst the Mazda is connected to a battery charger and the voltage at the battery is measured at 11.7V

I've not had a chance to measure the actual battery voltage on the Ranger.

Seems like a bit of a coincidence and unlikely that both cars have a voltage that is too low, dont you think?

ANy ideas?
