I have no idea. I don't research Sync3 much as I have Sync2, it's possible that its available in the v3.0 update that has not been publicly release yet but that is just a guess, also don't assume that because the USA get it that we will also get it.

Amazon Echo isn't officially available in Australia even though Amazon now is so I certainly wouldn't hold my breath for it being available in the Sync3 here.
Never really looked into it but I don't think it does anything that you can't do now via OK Google or Siri anyway does it?
